It is accepted in general that prenatal exposure to psychoactive agents is a risk factor for many somatic and mental malfunctions. The psychoactive addictive drugs are terratogens. In the process of the ontogenesis of a cortex the abuse of psychoactive agents could lead to many abnormalities. The result of the exposure to alcohol and cigarettes in gravidity could cause nonspecific damage of neuropsychic development which could appear as mental retardation, hyperkinetic syndrome, learning, behavioral and emotional problems. These states are in adulthood connected with alcohol and other drugs abuse, personality disorders and delinquency.
